In the 1970s Col Paulo Malhaes, along with several other Brazilian officers, had gone to England to learn interrogation techniques. He had studied in other places but said England was the best place to learn. Malhaes was murdered at his home shortly after revealing "The English System.* The current President of Brazil Dilma Rousseff was tortured during the 1970s and suffered "The English System."
